Our budgeting system meets all of the best practice recommendations of the National Advisory Council on State and Local Budgeting, as well as previous recommendations by the Government Finance Officers Association.
We have had the good fortune to receive the Government Finance Officers Association Distinguished Budget Presentation Award for nineteen consecutive years. By using the feedback from our reviewers, we have been able to improve this budget, culminating in receiving "outstanding" in every rating category over the last few years, as well as numerous special recognitions.
The Fiscal Year 2001 Budget CD-ROM, our first, was recognized by the Florida Government Communications Association, who presented us with their 2001 Crystal Award for "Public Information on a Shoestring."
In addition, our performance measurement and budgeting system has been cited as a "Best Practice" by the National Partnership for Reinventing Government. Fitch Ratings uses our planning system as a model for cities interested in achieving the distinction of a "AAA" bond rating. Our Performance Measurement System was selected as a "best practice" this year by the American Quality & Productivity Center.
Our strategic planning, performance measurement, and budgeting efforts also contributed to the receipt of the 2007 Malcolm Baldrige National Quality Award. We are the ﬁrst state or local government to receive the Baldrige Award. In addition, we also received the Florida Governor's Sterling Award for Organizational Performance Excellence in 1997 and again in 2003. We are the ﬁrst organization to win the Governor's Sterling Award for the second time.
