On August 9, 2009 Telecommunicator Carrie Balmer answered a 911 call from a mother who stated her daughter was not breathing. Carrie immediately initiated CPR with the mother and another male who was present. The two parties on scene continued with CPR with help from Telecommunicator Balmer until the arrival of CSPD officers. The officers were then relieved by paramedics, who advised that the patient was breathing and had a pulse. The patient was transported to CSMC for further treatment. Telecommunicator Balmer was on the phone with the caller talking them through CPR for 5 ½ minutes before arrival of police and fire units. It is for this reason that Telecommunicator Carrie Balmer is being awarded the Life Saving Commendation.
