Officers Hosler and Banke were conducting surveillance in a residential neighborhood off of Rock Island Road when they heard a loud vehicle crash. As the first officers on-scene they observed an extremely severe crash of a vehicle with a tree. Two occupants were trapped in the vehicle, one of which was observed to be partially ejected and hanging outside the vehicle, tangled at the neck with his seatbelt. Working as a team, Officers Hosler and Banke proceeded to lift and cut free the semi-conscious victim hanging by his seatbelt to reduce tension on his airway. Both men were found to have survived the horrific crash as a direct result of these officer efforts.
