Officers responded to a call of a person drowning in a canal at approximately 600 University Drive. Witnesses observed a man submerge under the water. Upon arriving on scene Officer Palmer observed the subject in the canal, with his head barely above the water and white foam coming from his mouth. Without regard for his own safety Officer Palmer entered the water, grabbed the man by his waist and brought him to shore. Upon arriving on shore it was determined the man was unconscious and did not have a pulse. Officers on scene and EMS quickly rendered aid reviving the man to the point he could breathe on his own. Had it not been for Officer Palmer’s swift action the man may have drowned.
