While off-duty, Sgt. Dorow noticed a suspicious suspect walking on foot in front of his residence. He continued to watch the suspect as he disappeared between two houses on his street. Sgt. Dorow grabbed his firearm and radio and left his residence to conduct visual surveillance on the suspect. He observed an individual go between two additional homes, looking at them in a manner that led him to believe the suspect was evaluating them to commit a burglary. Upon being stopped it was determined the suspect had an active warrant. Additionally, upon being searched, several narcotics needles and numerous German coins were found on the suspect’s person, for which he had no explanation.
