State of Florida Department of Emergency Management Emergency Order 20-009 Lifting Visitation Restrictions

The lifting of restrictions to all facilities to include: Group Home Facilities under Florida Statute (F.S.) 393, Agency for Persons with Disabilities-licensed Foster-Care Facilities in F.S. 393, Developmental Disability Centers in F.S. 393, Adult Mental Health and Treatment Facilities in F.S. 394, Long-Term Care Hospitals in F.S. 395 part 1, Nursing Homes in F.S. 400, Homes for Special Services in F.S. 400, Transitional Living Facilities in F.S. 400, Intermediate Care Facilities for the Developmentally Disabled in F.S. 400, Assisted Living Facilities in F.S. 429, Adult Family-Care Homes in F.S. 429, Adult Forensic and Civil Facilities in F.S. 916 and Civil Facilities in F.S. 394. 

Every Facility must continue to prohibit the entry of any individual to the facility except in the following circumstances:
  1. Family members, friends and individuals visiting residents in end-of-life situations only;

  2. Hospice or palliative care workers caring for residents in end-of-life situations;

  3. Any individuals or providers giving necessary health care to a resident, provided that such individuals or providers (1) comply with the most recent Center for Disease Control and Prevention requirements for PPE, (2) are screened for signs and symptoms of COVID-19 prior to entry, and (3) comply with the most recent infection control requirements of the CDC and the facility;

  4. Facility Staff

  5. Facility Residents

  6. Attorneys of Record for a resident in an Adult Mental Health and Treatment Facility or forensic facility for court related matters if virtual or telephonic means are unavailable;

  7. Public Guardians

  8. As it pertains to General Visitors, individuals other than essential caregivers or compassionate care visitors.

To accept general visitors, the facility must meet the following criteria:
  1. Other than in a dedicated wing or unit that accepts COVID-19 cases from the community, the facility must have no new facility-onset of resident COVID-19 cases in the previous fourteen (14) days;

  2. The facility must have fourteen (14) days with no new facility-onset of staff COVID-19 cases where a positive staff person was in the facility in the ten (10) days prior to the positive test;

  3. Sufficient staff to support the management of visitors;

  4. Must be eighteen (18) years of age or older;

  5. Comply with facility-provided COVID-19 testing, if offered.

  6. Sign a consent form noting understanding of facility’s visitation and infection prevention and control policies;

  7. Maintain social distance of at least six feet with staff and residents, and limit movement in the facility.

  8. No more than two (2) visitors at one time.

  9. Each facility may require general visitors to submit to facility-provided COVID-19 testing so long as use of testing is based on the most recent CDC and FDA guidance.

  10. Facility is required to schedule visitors and maintain a log of all visitors. 



APRIL 24, 2020 

On March 13, 2020, the City of Coral Springs issued Emergency Order 20-01, regulating housing for vulnerable populations, and requiring reported compliance with Department of Emergency Management. The intent of these Emergency Orders is to ensure the safety of residents residing in Assisted Living Facilities (ALFs), nursing or group homes, adult daycare homes and long-term care facilities within our city’s jurisdiction and adequate protection from COVID-19. These facilities were to submit electronic affidavits affirming compliance every seven days starting March 23, 2020.

As of July 13, 2020 the following facilities have not complied or responded to requests for affidavit information related to the safety of their residents and compliance with COVID-19 virus preventative measures and are subject to a Code Violation for non-compliance, in addition to this public posting:

  • Phoenix Senior Living
  • Ranmar Garden
  • Superior Care
  • Willshay Harmony Home Care
